Rarity ruling update

Quick update based on discussion happening in the Discord. A few participants were concerned about what constitutes rarity for their particular series and suggested tiers to address this. There was also some concern about using the otp: true filter, which filters out works that do not exclusively focus on a ship. The otp: true option was added to rules to address concerns coming from DM fans who last year noticed that there were a lot of ship tags that were overinflated by users who would tag background ships that appear for a single sentence or in the case of drabble posts where there was a singular 100 word drabble within a multichapter post with hundreds of other ships. These fans do not feel like a drabble qualifies, nor do singular appearances of a ship within a work where it's not the focus. So, to summarize, this seemed to be an issue only for DM and not the spin offs, so otp: true should only be used when looking for the rarity of a DM ship.
There were also some suggestions that the number of authors for a ship should be considered when deciding on its rarity. However, that is not the focus of this event, as a bang's goal is to increase the number of works rather than diversify the number of creators. Both mods are concerned that would lead this event into analyzing the popularity of a ship rather than its rarity, so this event will not be discounting works based on authorship alone. The focus will be on numbers when deciding rarity.
miscellanium said it nicely: "one thing for us to all keep in mind is that this isn't about the popularity of a ship but about building the library of fic/art works for that ship. so if you don't see something often that doesn't mean it counts for this event because the library might be a decent size already."

That being said, all of this would not be of concern for writers this year, since artists are the ones that will be picking the ships (next year will swing back to writers). Artists should consider these numbers when deciding on the ship they'll focus on for their work.
